It is not possible to supplant any of the existing NPCs as Jarl in the base game. I wouldn't put it past someone having created a mod to do so, however. The closest you can get is to become "Thane", which you can do for each of the 9 holds, and will earn you a Housecarl a la Lydia and let you clear your bounty from the relevant hold guards, once.
If you use mods there is a specific mod for Skyrim not SE , that allows you to become the Jarl of Ivarstead which isn't a major city, but allows you to simulate a Jarl-like lifestyle. There's no way in vanilla.

So cannonicly, why can the dragonborn not call for a moot, for judgement to be passed, for him to be voted in as high king? Especially with the fact he could present the ancient crown of the high king, which would grant him the title of high king as right of possession.
Or let alone through combat, which he could literally just shout the challenger out of existence. Then there's also the innumerable deeds. From killing all sorts of dragons. Putting down Alduin. Slaying the most powerful vampire? Along with doing the people of Morrowind a huge service by putting down the first dragonborn, and ending his tyranny. Let alone all the property he owns to top it all off, and the huge sums of money he posses.
Also not asking for a mod. Pretty sure there is one out there. Just asking why it is not possible in game, and why would the dragonborn not force the point, since technically he has every right to. Well, for one, with the after the Civil War just about every Jarl will be a puppet to their faction, that really wouldnt care what the Dragonborn did.
